Housing Project Manager

Position: Housing Project Manager (40 hours per week)
Division: Housing
Worksite: Casa #7 – Mercedes
Essential Functions:
  1. Explains rules established by management, such as sanitation, maintenance requirements, and Housing regulations.
  2. Will make every effort to maintain 100% occupancy at housing projects at all times.
  3. Completes, evaluates and processes tenant applications.
  4. Explain use and care of appliances/equipment for tenant use.
  5. Informs tenants of facilities such as laundries and community building.
  6. Provides information and location and nature of available community services.
  7. Keeps records and prepares related HUD vouchers and other timely rental tenant reports.
  8. Schedule and perform routine maintenance and periodic inspections on rental units.
  9. Accepts and writes receipts for monies, prepares payroll, completes necessary paperwork for changes regarding department personnel status.
  10. Prepares bills to be paid by completing purchase orders and routes for processing.
  11. Greets and assists tenants and applicants.
  12. Works closely with site council.
  13. Lift, carry and hold up to 10 lbs. of office supplies; push and pull up to 10 lbs. equipment.
  14. Ability to use tact and diplomacy, and maintain effective working relationships with staff members and others.
  15. Respond to emergency calls, after normal hours.
Other Job Functions:
  •  Use calculator, copier machine, computer software, web base programs and answer phone.
  • Will perform fund raising activities and its record keeping documentation.
  • Must be willing and able to travel throughout Cameron, Hidalgo, and Willacy counties and outside the Valley as may be required.
  • Will perform other work-related duties as assigned by immediate supervisor.
Required Education, Degrees, Certificates, and/or License:
  1. High school diploma, including courses in clerical and bookkeeping subjects.
  2. Must posses a personal vehicle with a valid Texas Driver’s License, Class C with liability Insurance
Experience, Training, Knowledge, Skills:
  1. Two years’ progressive experience in related fields, with at least one year experience in accounts payable, accounts receivable and cash handling duties.
  2. Must have knowledge of methods, practices and terminology used in financial, statistical and clerical work.
  3. Ability to make mathematical computations rapidly and accurately.
  4. Data entry, light typing and use of 10 key calculators is required.
  5. Supervisory skills.
  6. Bilingual English/Spanish.

Billing Clerk

Position: Billing Clerk (40 hours per week)
Division: Nutrition
Worksite: Rio Grande Center/Kitchen
Essential Functions:
  1. Retrieve information and work on system of Manage Care/Title XX clients to be billed for the period; alternatively process billings for invoicing in a manual process with the help of a spreadsheet system.
  2. Responsible in identifying the title, service plan, the Center clients belong to and assign the client to the Center.
  3. Generate monthly reports such as expenditures, meals, and terminated clients.
  4. Will communicate with Case Workers on a daily basis and document all communications.
  5. Enter into the billing system all the mandatory information to generate the bill.
  6. Work with Case Management Specialist to identify and verify billings.
  7. Assist in preparing monthly accountability report at the end of each month to explain the billing status.
  8. Work with the Case Management Specialist to finalize billings for submittal to funding sources.
  9. Will Develop expertise in all billing issues for assigned group of clients and interface with contract administrators for full understanding of contractual matters that impact invoicing a particular client and/or contract.
  10. Will assist in investigating and resolving billing issues to ensure funding sources are billed within the appropriate time and correctly.
  11. Works with other applicable departments to obtain necessary information for billings and applications.
  12. Will assist in maintaining master calendar for all billing activities, to include submitted billings and billing requests.
  13. Will assist in maintaining current records in database and in paper files, including billing tracking and reporting.
  14. Submits written monthly reports as required by immediate supervisor.
  15. Will perform other duties as assigned by the immediate supervisor
Required Education, Degrees, Certificates, and/or License:
  1. A high school diploma is basic to the position while a 2-year Associate’s Degree with college courses in accountancy or mathematics is preferred.
  2. A minimum of two (2) years of project billing experience required with at least one of those years in accounting operations for a non-profit agency and billing processing.
  3. Proficiency with Excel and MS Word critical.
  4. Must possess a high level of interpersonal and communications skills; demonstrated ability to interact with different experience levels of accounting staff and project managers within the agency.
  5. Communicate effectively both verbally in English and Spanish and in written form.
  6. Must have strong problem-solving skills, play close attention to detail, and have the ability to prioritize work.
  7. Must also have the ability to work well under pressure and deliver within required deadlines.
  8. Food handler license prior to employment
  9. Class C Driver’s license

Home Meal Deliverer

Position: Home Meal Deliverer (15 hours per week)
Division: Nutrition
Worksite: Harlingen Center and Weslaco Center
Essential Functions:
  • Drives own vehicle to deliver prepared meals to homebound elderly.
  • Examines filled trays for completeness and ensures food is delivered in conformance with standards.
  • Listens to and reports client complaints to supervisor; reports abnormal conditions observed at clients’ homes.Ensures all delivery equipment is in good condition and is responsible for the sanitation on a daily basis.Other duties may be assigned.
  • Ensures the prepared meal plate is delivered to homebound elderly in hand and/or face to face at all times.
  • Records information and completed reports.
  • Reports hazardous situations to supervisors.

Van Driver

Position: Van Driver (30 Hours per Week)
Division: Nutrition
Worksite: Mission Center
Essential Functions:
  • Drives vehicle to transport passengers over specified routes to local or other points as requested.
  • Assists passengers to board and seat themselves on the van and assist the passengers to leave the van.
  • Practices safety by observing all traffic and safety laws, rules and regulations at all times remembering the advance years of his/her passengers.
  • Maintains proper route schedules and gets acquainted with current participants for identification purposes and needs of participants.
  • Keeps assigned vehicle in presentable and up to date (keeps the vehicle clean, checks the license tag and inspection sticker renewal date).
  • Makes safety checks prior to each trip, and advises transportation coordinator of required maintenance. Keeps accurate log of daily miles/destination traveled and submit all necessary reports.
  • May assist in delivering complete meals to homebound elders using his/her private automobile.
  • Assures that meals are hot when delivered.
  • Becomes acquainted with the meal delivery participants.
  • Reports situations hazardous for participants to the supervisor.
  • Advises transportation coordinator of license tag, and annual vehicle inspection sticker expiration, one (1) month in advance.
  • Follows proper emergency procedures and proper accident reporting procedures when necessary.
  • Must stoop or crouch while grasping food canisters preparatory to lifting/placing/carrying movements.
  • Worker stands and walks on tile floors, concrete floors, work in non and air conditioned, heated and non-heated buildings, rooms, and vehicles.
  • Cleans bathrooms sink and toilet.
  • Attends safety and informational meetings as scheduled by the Senior Nutrition Center Director.
  • Will be responsible for the other duties as assigned by the Senior Center Manager.

Cook Aide/Truck Driver

Position: Cook Aide/Truck Driver (30 Hours per Week)
Division: Nutrition
Worksite: Central Kitchen – San Benito
Essential Functions:
  • Operates kitchen equipment such as, but not limited to kettles, braisers, ovens, electric mixer, slicer, kitchen small wares, warmers and coolers.
  • Performs daily, weekly deep cleaning of the facility and transporting vehicles, transit hot carts, mobile carts and rolling racks.
  • Assists in taking inventory
  • Assists in the monitoring, reduction, and management of food waste.
  • Drives company vehicle to deliver meals and supplies to centers.
  • Maintain log of daily inspection of vehicle before each route and report daily inspection to supervisor for clearance.
  • Pick up and deliver mail to centers.
  • Practice safe handling and storing of food supplies according to the Texas Department of State Health Services.
Required Education, Degrees, Certificates, and/or License:
  • High School Diploma or G.E.D. equivalent.
  • Food handler license prior to employment
  • Class C Driver’s license
Experience, Training, Knowledge, Skills:
  • One-year experience in food handling and food delivery.
  • Basic arithmetic (i.e. addition, subtraction, multiplication and division)
  • Good driving record for the past 3 years.
  • Some vehicle maintenance knowledge.
  • Cleaning and sanitation methods used in a food service environment.
